GRTC North-South Pulse BRT Expansion

This webpage has been created to create awareness, engagement, and education of stakeholders.

​GRTC, along with consulting partners H&R Consulting, Kimley-Horn, PlanRVA, VDOT and the City of Richmond have developed a North-South Bus Rapid Transit concept that has been adopted in the Regional Transportation Plan 2045. The East-West Pulse BRT has been in operation since 2018. The North-South Pulse BRT will be constructed from Azalea on the northside to Hull Street on the southside and includes neighborhoods with high transit dependence and so will increase equity in public transit for Richmond.

OVERVIEW:

  • The North-South Pulse project design phase is just 15% completed at this time.
  • The complete line is not fully funded.
  • The estimated total cost is $240 to 300 million and a combination of state, local and federal funding will be required to complete the necessary studies, design and then construction.

The current design for the segment of the N-S Pulse BRT on Chamberlayne Avenue south from Azalea Avenue has implications for Ginter Park and other neighborhoods surrounding Chamberlayne Avenue.

  • The BRT has been conceptualized as a 6-lane corridor with two (2) dedicated bus lanes, which will require an expansion of the existing segment between Azalea and Overbrook.
  • This expansion of the existing 4-lane residential boulevard will require narrowing the broad green median with two rows of trees to a reduced median 6 feet wide with removal of the existing trees and replacement with a central single row of trees. 
GRTC and H&R Consulting hosted a series of virtual public discussions in summer 2025, and will announce additional discussion groups in 2026.
